This 10,000 rule has been talked about a lot since Instagram new algorithm came into play earlier this year. People started to notice that the algorithm gave more priority to people with a minimum of 10k followers.

The new algorithm certainly does seem to have made a lot of smaller accounts more popular by showing their photos more in people's stream. However it's a struggle getting to that first 10k followers. Following people, commenting and liking photos can take a long time to get results, and you may never get that Viral effect that Jessica mentions.
